Who is delivering the project?

The project is being delivered by AusNet, which currently operates 6,600 kilometres of transmission lines across Victoria. More information about AusNet is available at www.ausnetservices.com.au.

The Australian Energy Market Operator (AEMO) selected AusNet to deliver the project following a competitive tender process in December 2019. AusNet will develop, deliver and operate the new infrastructure. In December 2025 AusNet signed a contract with ACCIONA and Genus (working as a joint venture) to undertake the project construction works.

AEMO is responsible for operating Australia’s largest gas and electricity markets and power systems. These include the National Electricity Market and interconnected power system in Australia’s eastern and south-eastern seaboard and the Wholesale Electricity Market and power system in Western Australia.

In November 2025 Victoria’s electricity transmission network planning responsibilities transitioned from the Australian Energy Market Operator (AEMO), through its AEMO Victorian Planning (AVP) division, to VicGrid.

This change followed the passing of the National Electricity (Victoria) Amendment (VicGrid Stage 2 Reform) Act 2025, which shifted these planning functions from AVP to VicGrid as part of the Victorian Government’s Victorian Transmission Investment Framework (VTIF).
