Does this mean the project will move ahead before the Environment Effects Statement (EES) is complete?

No, the EES process remains unchanged. The Victorian Minister for Planning’s assessment on whether the project’s environmental effects are acceptable is expected in the coming months and construction of the project will only begin once all recommendations have been addressed and necessary approvals received.
