What is an Environment Effects Statement (EES)?
An Environment Effects Statement (EES) is the most rigorous environmental impact assessment process in Victoria. The EES process is administered by the Department of Transport and Planning Impact Assessment Unit (DTP IAU), on behalf of Victoria’s Minister for Planning under the Environment Effects Act 1978.
The purpose of an EES is to make sure major projects are designed, constructed and operated in a way that minimises adverse environmental and community impacts.
The Environment Effects Statement (EES) and draft Planning Scheme Amendment were on public exhibition and available for comment until 11.59pm on Monday 25 August 2025. During this time, stakeholders and community members had the opportunity to review the EES and make a submission to the Department of Transport and Planning (DTP). The public exhibition period is now closed, however the documents that make up the EES and draft Planning Scheme Amendment will remain accessible on the EES webpage.
The Inquiry and Advisory Committee (IAC) (appointed by the Minister for Planning) held a directions hearing on Monday 15 September 2025 to set the scope and conduct of the public hearing, which commenced on Monday 27 October and concluded on Tuesday 3 March 2026. The IAC considers the exhibited EES and draft PSA, all submissions and evidence, the views of Traditional Owners and Registered Aboriginal Parties, and any other relevant information.
The IAC will now prepare a report on its findings and recommendations on the project. The report will be provided to the Minister for Planning.
The Minister will then issue an assessment, which will determine whether the project’s environmental effects are acceptable.
