The Western Renewables Link Environment Effects Statement (EES)
The Western Renewables Link is a proposed electricity transmission line that will carry renewable energy from western Victoria to homes and businesses across the state and into the National Electricity Market. As a significant proposed infrastructure development, the project is subject to an Environment Effects Statement process.

EES Summary Report
A short, plain English overview of the project and its potential impacts.
EES Chapters
There are nine introductory Chapters that provide an overview of the project rationale, legislative and approval requirements, assessment approach and the community and stakeholder engagement undertaken, and 21 technical chapters that provide an overview of the cultural, environmental, social, and economic impacts identified in the technical reports.
Technical Reports
The 20 technical reports contain detailed information about the study method used for each of the study topics. These in-depth impact assessments have been prepared by specialists on topics like biodiversity, heritage, noise, traffic, and agriculture.
To make downloading easier and more accessible, especially for users with limited bandwidth, we offer both the full file and smaller segmented parts for large documents so you can choose what works best for your connection and needs.

Public comment
Written submissions on the Western Renewables Link Environment Effects Statement (EES) and draft Planning Scheme Amendment (PSA) can be made between Monday 30 June 2025 and 11.59pm on Friday 22 August 2025.
During the public exhibition period, anyone can make a written submission on the EES and/or draft PSA.
You can view the full EES and PSA online here on our website or visit one of nine locations to view the report in hard copy and collect print copies of the Summary Report and USB containing the full EES.
Make a submission
You can make a submission online by visiting Engage Victoria’s website between Monday 30 June 2025 and 11:59 pm on Friday 22 August 2025.
The submission process is independently managed by Planning Panels Victoria (PPV). As part of preparing your submission, you should review the EES documents and the draft Planning Scheme Amendment.
EES community events
The Western Renewables Link project team are hosting a variety of community events throughout the exhibition period.
Events include community information sessions with subject matter specialists and pop-up events where you can collect a summary report and USB containing the full EES and opportunities to book an online meeting with project specialists.

Next steps
The Victorian Minister for Planning will appoint an independent Inquiry and Advisory Committee (IAC) to conduct a public hearing.
The IAC will review all submissions, the EES and draft PSA before providing advice to the Minister for Planning.
The Minister for Planning will make their assessment of the environmental effects of the project after considering the IAC’s report as well as the EES, submissions, and any other relevant matters.
